NEWCASTLE WATER POLO DOMESTIC RULES-SEASON 2008
Ratified  at  General meeting 15 September 2008
 
1.  Each Club should forward a Fax. No . and /or E-mail Address to the Registrar at the start of the season.
 
2  Ages for juniors. 
             Under 14's Mixed Comp. – born 1/1/95 or later.
             Under 17's Junior Boys’. – born 1/1/92 or later.               Junior Girl’s U/17’s – born  1/1/92 or later.
 
3. Fees.  
             Juniors (U/18 - 1/1/91 or later), $75.00  (NSW $50 + Ncle $25)
             Seniors,  $150.00  (NSW $100 + Ncle $50)
 
4.  Registrations. 
Fees must be paid by 8.00pm Tuesday before a player's 1st game.  All money to be direct deposit
 (or electronic transfer) into Newcastle WPI Account.  The excel spreadsheet with all player details to be emailed to the Newcastle Registrar.
 
5.  Game Times. 
All grades are straight times for the round games.  Under 14's and  Juniors - 7 minutes, Women - 10 minutes,  Men - 10 minutes.  
Postponed games MUST be negotiated with the Fixtures Coordinator, contact number 0409421261, and played within 2 wks of the draw date.  
Appeal for extension due to extenuating circumstances, must be in writing to NWPI.
 
6.  Time-Outs. 
             No time outs in round games, only in the Finals series.
 
7.  Ball Sizes.  
             Under 14's & Junior Women - Size 4,  Women - Size 4,  Junior Men & Men - Size 5.
 
8.  Duty Officer. 
 Each club shall nominate a duty officer (member/associate member) to oversee the water polo at a particular venue which has been organised under 
the authority of NWPI.  The role of this officer is to be detailed and distributed with these rules.
 
9.         Where separate grades exist for Males and Females, there will be no transfer between M and F  teams
 
10.       Juniors playing in more than one grade.  Juniors can play up but not down, e.g. an under 14 can play in Junior and in Senior teams 
            with parental permission as per registration form.  
            No player can play for TWO teams in the same grade.
 
11.       Any player can play up to TWO (2) games in A Grade.  Once they play their 3rd game they must remain in A Grade.  
           Each Club must nominate their top SEVEN (7) players for A Grade Men & Women.  If clubs enter more than one team in any competition they 
           must nominate their teams prior to the commencement of the competition, to the Newcastle Registrar.
 
 
12.  Table Officials and Referees. 
All teams must provide a referee and table official for every game,( usually the game following their own ).  They should print their full name 
(first name and surname - no nicknames), on the gamesheet and sign it at the end of the game (with their Club's name in brackets, after their signature).
 
13.     Player's names should ONLY be put on the game sheet when they arrive poolside.  No name can be added to the sheet after the whistle has 
          been blown to start the last quarter.
 
14.     Forfeit.  
The minimum number of players for a team is 7, to avoid a forfeit, 7 players must be in the water at the designated starting time of the game.   
If a game is provided, table officials are not required to score, ensure the game sheet shows who caused the forfeit, and if a game was provided.  
All players (both teams) present MUST be recorded on the game sheet for the game to be credited for finals qualification with a score of 0 goals 
to the team who forfeits; 5 goals to the other team.  For a game to proceed as a forfeit, a minimum of 5 players from the original team must play.  
Any makeup players: a) should be gender specific as per the rules; b) In junior games, any junior registered player.
 
15.  Point Score Key.
 
               W (Win) - 3 points,      D (Draw) - 2 points,     L (Loss) - 1 point,        B (Bye) - 0 point,
LG (Loss by forfeit but provided a game) - 1 point,LF (Loss by forfeit, no game provided) - 0 point.
               WI (Win by forfeit, other team played illegal player) - 3 points.
 
16. Illegal Player.
               1. Player has not been registered by due date. 
               2. They have played 3 games in another grade (from the beginning of the season).
               3. They are too old for a junior team.
               4. Phantom player - name on game sheet, but player not at pool.
               5. No name can be added to the sheet after the whistle has been blown to start the last quarter.
 
17.  Qualifying for Newcastle Finals.  
All players must have played in four (4) round games in that Grade to be able to play in the Finals series.  If there is a 
good reason for someone not being able to qualify (just moved to the district etc) then an application can be made, in writing, to the 
Newcastle Executive committee, via their own club's executive, to have this person's circumstances considered.  This letter should be received 
by the Newcastle Secretary no later than 2 weeks before the weekend of the Finals Series.  The player may be required to present their case in 
person.
 
18.  Re-Grading Players. 
In exceptional circumstances a player can be re-graded from one team to another.  A letter should be sent to the Newcastle Secretary as soon as the 
issue is identified by the club and no later than 2 weeks before the weekend of the Finals series.  The player may be required to present their case in 
person.  eg. A player from A Grade to B Grade for medical reason or players drop out, leaving insufficient players to field a team.
 
19.  Qualifying for Country Club and Districts.  
Players must be registered with a Club/District, which is affiliated with NSW Water Polo Inc. for the 2008-2009 season.  Players must be registered 
with NSWWP Inc. for the 2008-2009 season and NSWWPI must have received this registration.  The player must have played in ONE third of their 
club's/district's competition games.  This starts from the weekend commencing local competition to the date of Country Club and Country Districts 
respectively.  Players wishing to compete at these Championships who do not meet the rules of eligibility and/or whose Club/District is not competing 
may submit their names to NSW Water Polo Inc.
 
 
20.  How to Fill Out Game Sheets.  
Attached is an example of how to fill out a game sheet. These forms are in triplicate; the top WHITE copy is sent to the Registrar, by the home team.  
The other two copies go to each team.  Completed game sheets must be sent to the Registrar in the mail by the following Wednesday.
 
21.  Dissenting the Referees’ Decision.  
This will not be tolerated.  Everyone should also be aware that a Referee can send any poolside person (manager, coach, parent, and player) out of 
the pool area, and out of the whole complex, if necessary, and note the incident on the game sheet.  The game will not restart until the offending 
person has left.
 
22.  Referees Reports.  
Record on the back of the White Game Sheet incident details and phone Judiciary Chairperson within 24hours of incident – 
Clayton Barr (49906688).  A Judiciary Meeting will be arranged prior to next game (within 7 days) or at the discretion of the chairperson.  
Any player found guilty has the right of appeal to Newcastle Water Polo Inc Board and a further appeal to NSWWPI.
 
23.  Accident/Injury Report.  
Injured player/coach/manager should report any injury to the table for noting on the back of the White game sheet.  The players club 
should notify NWPI (Mick O’Brien ) 0409421261/49874433 and NSW Water Polo within 48 hours.
 
24. A junior game cannot proceed without a COACH or MANAGER being on the pool deck.  In the absence of the nominated coach/manager of 
      junior team a senior member of the respective club MUST take on this role in order for the game to proceed.
 
**Please note that any contact to Judiciary or an Accident Injury report also needs to be notified to an Executive Member 
of Lake Macquarie Dolphins Water Polo.
